Redding will loosen restrictions on medicinal cannabis co-ops – but not as much as advocates would like. The City Council voted 4-1 Tuesday to allow the city’s 18 cannabis collectives to sell non-flowering “clones,” permit patients to specify how much medicinal marijuana they need and lift the ban on tobacco at the co-ops.
