The Chico City Council will consider potential regulations Tuesday on the cultivation, processing and distribution of medical marijuana by collectives and cooperatives after passing restrictions on residential medical marijuana grows late last year. The city has been vetting an ordinance that would regulate medical marijuana for more than a year, Toni Scott reports in the Chico Enterprise-Record. In December, the council adopted regulations that limit medical marijuana grows in residential neighborhoods. The council decided to consider restrictions on collectives and cooperatives at a later date. The current language of the proposed ordinance would allow for [...]
STOCKTON — Add at least one more hopeful to the medical marijuana dispensary applicants vying for Stockton’s three permits. An administrative hearing officer Wednesday granted an appeal by a collective disqualified last month when one of its applicants failed — by one question — a city-mandated test on medical marijuana laws, Daniel Thigpen reports in the Stockton Record. Collective 99, which wants to open a dispensary at 3646 Telstar Place, near Highway 99 and East Hammer Lane, will join eight other groups that have applied for the three permits allowed under Stockton’s new medical marijuana [...]
The Los Angeles City Council will consider changes to its medical marijuana ordinance today, about a month after a judge struck down parts of the existing law for being unconstitutional. The council met with Special Assistant City Attorney Jane Usher in a closed session late Tuesday, then emerged to vote that she prepare an amended ordinance today, the Los Angeles Daily News reports. City Council President Eric Garcetti said the instruction was to “draft an ordinance so that we wouldn’t have any time in which there’s no ordinance in place.” “We took the judge’s instructions [...]

A boisterous group of about 60 protesters advocating for medical marijuana rights gathered outside the San Luis Obispo County Courthouse on Tuesday chanting for “safe access” and hoisting signs — including one that read, “It’s medical, not criminal.” The protesters were calling for the dismissal of charges against a dozen people arrested in late December after an investigation by the county’s Narcotic Task Force into alleged mobile marijuana dispensaries, Nick Wilson reports in The Tribune of San Luis Obispo. Prosecutors have chosen not to file charges against three people because of insufficient evidence, but they’ve [...]
A two-month investigation into mobile medical marijuana dispensaries in San Luis Obispo County started in October, when a San Luis Obispo police detective, working undercover, visited a local doctor and complained of back pain. According to search warrants, the detective received a recommendation for medical marijuana Oct. 8 from a San Luis Obispo physician — along with a list of medical marijuana delivery services available in the county. Eleven weeks later, on Dec. 27, 45 to 50 officers started serving the search warrants over three days at seven locations. Fifteen people were arrested on various [...]
Months after Los Angeles got serious about running a majority of medical marijuana dispensaries out of town by passing strict regulations, the ubiquitous shops are cropping up again. A judge recently scratched key portions of the ordinance city officials spent years crafting, noting in his Dec. 10 ruling granting a preliminary injunction that a large number of shuttered collectives could reopen. Attorney David Welch, who represents clinics that sued the city when they were forced to close, said nearly 60 collectives have planned to open, and 10 have done so since the judge’s decision. “The [...]
Medical marijuana activists pleaded Tuesday for San Jose leaders to stop drug raids they say have sent a jolt of fear through cannabis providers and patients alike. Drug agents in recent weeks have raided three local medical marijuana providers, John Woolfolk reports in the San Jose Mercury News. Several other collectives, including Harborside Health Center, one of the area’s largest and best-established, have simply closed, fearing an imminent bust. “How can you sit up there and take my rights away?” asked a tearful Aisha Alexander, 36, who told the City Council she uses marijuana to [...]
Shasta County’s only marijuana collective outside a city’s borders has been cited again by building code officials, the latest in more than a year of legal wrangling between county officials and the Medicine Man Spiritual Center in Burney. On Wednesday, Shasta County Building Division officials issued a citation to Christopher Dale Staffin, the self-proclaimed “first officer” of the cannabis dispensary, on suspicion of operating without a use permit, a nonpermitted change of occupancy and being a public nuisance. Staffin on Thursday said he has spoken with his attorney and he’s planning to fight the citation, [...]
SANTA CRUZ — In response to the uptick in medical marijuana dispensaries, county leaders have drafted a long promised ordinance that will require shops that sell the drug to get permits and follow strict rules to ensure safe and equitable distribution. The proposed regulation, which will be considered by the county Board of Supervisors next week, even includes a goodwill clause that requires dispensaries to provide marijuana to the sick even if they don’t have the money to pay for it. “I don’t think that’s ever been done, and I think it’s brilliant,” said Santa [...]

On a hillside just east of Santa Rosa, a small band of artists cultivates marijuana plants and assembles artwork side by side. They claim the pot is grown legitimately for medicinal purposes and the proceeds are used to underwrite their nonprofit art organization. The 120-acre site near Hood Mountain is home to twin registered nonprofit organizations, American Medicinals and the Life Is Art Foundation, Dan Taylor reports in the Santa Rosa Press Democrat. The property owners say they created American Medicinals, which grows medical marijuana for member patients, to support the nonprofit foundation Life Is [...]
