“It has become increasingly clear that the use of cannabis for medical purposes has gained legitimacy in our culture,” San Jose City Councilmember Pierluigi Oliverio writes in a memo to his colleagues. “It’s important that San Jose establish its own set of guidelines for medical cannabis collectives, since the state and federal governments have already determined the legal parameters for municipalities.”
